Marrying American citizen in Turkey or in the United States?
Are you subject to immigration quota? Over 450,000 Americans marry foreign-born citizens. By marrying an American citizen, you become an immediate relative to get your Green Card. You are not subject to any quota limitation in effect for Turkish citizens.
Immigration application process: After the U.S. Citizenship and Naturalization Services (USCIS) approves the petition made by your American citizen fiancé, the American Consulate notifies you and give the necessary form to apply for K-1 visa. You must get married within 90 days after you enter the U.S. You can apply for adjustment of status after getting married.
Is getting married in Turkey or in the U.S.? Different rules apply depending on whether you get married in Turkey or in the United States. You can get your Green Card faster if you get engaged and come to the U.S. with fiancé visa (K-1 visa). It may take more time if you base your application on marriage. If you have children, they get K-2 visa as your dependents.
Who makes the application and where? Your American citizen fiancé or spouse is supposed to submit petition to the U.S. Citizenship and Immigration Services -USCIS or BCIS (formerly Immigration and Naturalization Service - INS) office in the United States and you need to make your application for visa at American Consulate office in Ankara, Istanbul, Izmir, or Adana.

Certified Turkish to English translation: Here's what USCIS requires for your certified translation: "Please submit certified translations for all foreign language documents. The translator must certify that s/he is competent to translate and that the translation is accurate. The certification format should include the certifier's name, signature, address, and date of certification."
